As a law that requires states to issue more secure driver licenses to allow residents to board planes and enter federal buildings, REAL ID is not the solution for identification. It was estimated that REAL ID would cost states $11 billion for a solution that does not fix the foundation of identification in our nation because it relies on verifying documents.1 Driver licenses were never meant to identify residents. The need for REAL ID exists, but the framework and investment is beyond the reach of current budgets.
