What is Personal Identification?

Personal Identification (PID) is a core credential (identification card) issued by state governments and used by state agencies, financial institutions, medical providers, schools and employers. It is the only credential that will stop individuals from using fraudulently-obtained identity documents to obtain valid credentials and weed out the existing individual holders of illegal documents. It becomes the breeder credential to issue driver licenses, allow entry and access and identify customers, employees, patients, students, applicants and others.

It is up to each individual Governor and State or Commonwealth to determine who is required to get a PID card.

How much would a PID card cost a citizen?

Each State or Commonwealth determines the cost of the PID card.

Is the PID card a smart card or does it contain an RFID chip?

No. In order to provide the most cost-effective and secure identification credential the PID card is not a smart card and does not contain an RFID chip.

How does PID help solve REAL ID mandates?

PID provides a stronger solution to the federal mandates required by REAL ID because it includes biometrics. PID identifies individuals while REAL ID verifies documents, the same method used throughout history. The events of 9/11 proved the method of verifying documents does not work.

The intent of REAL ID is to create an identification card that allows access to federal buildings and planes. REAL ID requires all citizens have a REAL ID-compliant card even though not all citizens fly or need to get into a federal building. PID solves this issue because it is offered as an opt-out program.

REAL ID was not intended to enhance or repair issues related to driver licenses. The existing driver's license infrastructure was not built for REAL ID and will take billions of dollars and many years to update and reconfigure in order to meet compliance. PID puts an infrastructure in place to strengthen identification across all state departments and agencies and is implemented at a significantly lower cost.
