The road to a self-funding implementation looks like this:
- Signed Letter of Intent: States interested in participating in PID Project by signing the Letter of Intent.
- Implementation Grant: Multi-agency grants are available. TASCET will work with the States to submit grant requests to obtain funding for PID Project. The pilot would last approximately 24 months.
- Revenue from Card Issuance: Once the pilot project is complete, States will determine which agency or agencies will participate in the program to broaden the fight against fraud. Revenue generated from card issuance will help expand the program throughout the State.
- When the program is fully functioning, Cost Savings from fraud can be allocated to other programs in need of funding.
Cost Per Card
Assuming there is an infrastructure currently in place that allows for the issuance of tamper-proof cards with holographic images using high-quality printers; states can easily utilize it to issue the PID card. The total cost to issue a PID card and identify and protect the privacy of its citizens is approximately $12.00 per card. If the state decides to charge its citizens $25 for this service, it would receive a surplus of $13.00 per card which can be put back into the identification program or allocated elsewhere.
Ongoing Costs
Barring any material cost increases, cost per card for years 2 through 5 remain at approximately $11.95. The state can choose to offset the continuing cost of the program with a renewal fee of $19 per card, a very modest cost to protect citizens from identity fraud and give them their privacy back. If the state opts to not charge a renewal fee, the continuing cost of the program could be funded with the savings quantified in the Hitting Home section.
This allows the state to complete an identification infrastructure for all of its residents at a significant net savings to taxpayers. As the state deploys the uniform statewide identification policy, it can run more efficiently and effectively, provide more protection to its citizens and becomes a better place to live.
