

The PID card is extremely versatile and offers States a solution to easily manage more than one program. Some of the programs that could benefit from a PID card include:
The PID card utilizes biometrics to bind an individual to his or her identity. The card can then be used for quick one-to-one matching for verification of individuals when they need to establish identity for federal purposes such as boarding planes and entering federal buildings.
The PID card enables the identification of first responders, which allows them to enter a scene immediately after a natural disaster or terrorist attack, and provides a more secure emergency effort. It eliminates unauthorized persons from entering a scene (such as volunteers) who may not be qualified to assist with the situation. The PID card complies with the Federal Information Processing Standard (FIPS) 201: Personal Identity Verification (PIV) of Federal employees and contractors for a secure First Responder Authentication Credential (FRAC).
States can easily manage and identify all guest workers with a PID card as it allows for identification of individuals participating in the program. It allows States to accurately maintain a guest worker database.
A PID card enhances this program with the introduction of biometrics. Because of the vetting during the PID application process, it establishes both identity and employment eligibility. A one-to-one match verifies the identity of the potential employee.
Sex offenders will no longer be able to move throughout our communities undetected as the PID becomes a tool for law enforcement to locate non-compliant offenders. It is estimated that 100,000 sex offenders across the country never registered into the database after leaving prison. With 52 percent of rapists being arrested for new crimes within three years of leaving prison, the stakes are high.
The PID card allows FEMA employees to identify disaster victims quickly and easily. Victims often lose identification cards and documents during natural disasters. Because the PID card binds an individual to his or her identity, the biometric allows FEMA workers to identify victims without the card being present. It also prevents non-victims fraudulently taking advantage of the emergency situation.
State Medicaid programs lose billions of dollars each year that results from fraudulent eligibility claims or card swapping. A PID card allows providers to determine that the beneficiary is who they say they are and receive real-time confirmation of their eligibility, even when the recipient’s eligibility fluctuates due to income changes.
A PID card enhances the voter registration database and increases accuracy at the polls. A designation of “registered voter” or the like can easily be verified on voting days, significantly increasing the chance of a quicker voting experience.
States can issue a PID card with designations of welfare eligibility including the Supplemental Nutrition Assistance Program; WIC program and more. It allows for easy management of the database and ensures the benefits are being appropriately used.
The intent of REAL ID is to create an identification card that allows access to federal buildings and planes. It was not intended to enhance or repair issues related to driver licenses. The existing driver’s license infrastructure was not built for REAL ID and will take billions of dollars and many years to update and reconfigure in order to meet compliance.
There is an alternative that meets the intent of REAL ID at a significantly lower cost. The solution is Personal ID, or PID. The PID is a state-issued ID card citizens can use for identification and federal REAL ID purposes that is not tied to the driver’s license infrastructure. PID utilizes biometrics and a third-party validation system to eliminate multiple, alias and duplicate identities.
The PID Project is a cross-sector partnership of industry, public and government leaders committed to bringing forward the REAL solution.
The RESULT: Citizens have a card that is REAL ID compliant and states meet compliance quickly, inexpensively and without stressing DMV processes and state resources.
Problem: State budgets are tight and the rules for issuing REAL ID cards require large investments in new systems and processes, with limited options for states. According to the National Governors Association (NGA) and the National Conference of State Legislators (NCSL), the cost of implementation amounts to an additional $45.00 per license or approximately $11 billion in total*.
Bigger Problem: REAL ID verifies paper, not the person. As a result, loopholes remain that will be exploited by identity thieves and terrorists to obtain the identification credentials they need to carry out illegal activities.
PROBLEM SOLVED: The PID a cost-effective alternative to REAL ID that identifies the person first and confirms the paper documents second.
